Question
1:
Does
the USPS require that 1.5" tabs be applied to all folded,
letter-sized media, that is being processed for automation
discounts?
Answer: As of Sept 8, 2009; "letter-sized booklets"
are the only media type that
requires the use of 1.5",
non-perforated, tabs; to
qualify for automation discounts. Please click on the
following link for additional
details.

In general; if your media does NOT have a bound edge (glued, saddle
stitched/stapled, etc...), it is NOT considered a "booklet" and
therefore does NOT require the use of 1.5" tabs.
In addition, a "booklet" without a uniform thickness is NOT
considered "machineable" by the USPS and therefore it does NOT
qualify for automation prices; so this rule does not apply.

above information was deemed to be accurate on the date it was
